\mathrm{ S \equiv x^2+y^2-6 x+8 y-11=0 }

\mathrm{ S(0,0)=-11<0 \text { so }(0,0) } lies inside.

\mathrm{ S(1,8)=1+64-6+64-11>0 \text { so }(1,8)} lies outside the circle.

Hence option 1 is correct.
