Phenols are weakly acidic, therefore they are 

Soluble in \mathrm{NaOH} solution but at the same time they are not sufficiently acidic to be soluble is \mathrm{NaHCO_{3}} solution. phenols gives violet coloured complex with neutral \mathrm{FeCl_{3}} solution.

\mathrm{6 C_{6}H_{5}OH+FeCl_{3}\longrightarrow \left [ Fe\left ( C_{6}H_{5}O \right ) _{6}\right ]3^{-}+3HCl+3H^{+}}
                                                      (violet complex)

So compound \mathrm{X} is phenol.
