\mathrm{R\: \alpha\: \ell^{2}}

\mathrm{\frac{R_{New}}{R_{original}}=\frac{\ell^{2}_{new}}{\ell^{2}_{original}}}

\mathrm{\ell_{new}=3\ell_{original}\left ( Given \right )}

\mathrm{\frac{R_{new}}{R_{original}}=\frac{9}{1}}

Hence 1 is correct option.
