\mathrm{I_R=12 \mathrm{~V}}

For \mathrm{\left(I_2\right)_{\max }, I_c} will be minimum and \mathrm{ I} is maximum

\mathrm{I R=25 \times 10^{-3} R =12 }

                             \mathrm{R =\frac{12000}{25}=480 \Omega}

The minimum value of \mathrm{R } will be will be \mathrm{480\: \Omega}
