P(E)=\lim_{n\rightarrow\infty}\left(\frac{r}{n} \right )

Reliability of a person applying to each house = \frac{1}{3}   

Reliability that they apply to same house = \frac{1}{3}\times \frac{1}{3}\times \frac{1}{3}

Therefore, Total Reliability for 3 house =3\times \frac{1}{3}\times \frac{1}{3}\times \frac{1}{3}=\frac{1}{9}
