For the conservation of Angular momentum, we can say 

I_{1}\omega _{1}=I_{2}\omega _{2}                      

When Inertia is double angular speed becomes halved 

\omega _{2}=\frac{\omega _{1}}{2}                            

Kinetic energy for the initial case

KE = \frac{1}{2}I\omega _{1}^{2}
