As we have learnt,

If the number of atoms forming an HCP lattice be \mathrm{'n'}, then the number of tetratedral voids is \mathrm{2 n}.

\mathrm{\therefore\: \frac{X}{Y}=\frac{n}{\frac{2}{3} \times 2 n}=\frac{3}{4}}

\mathrm{\therefore \: \%\, \, of\, X=\frac{3}{7} \times 100\: \cong\: 43\, \%}

Hence, the answer is 43
