As we learnt in

Partial Pressure of a gas in gaseous mixture -

Partial Pressure = (Total Pressure of Mixture) \times (mole fraction of gas)

-

Let the mass of methane and oxygen be m gm

Mole\: fraction \: of\: oxygen,\: x_{O_{2}}

= \frac{\frac{m}{32}}{\frac{m}{32}+\frac{m}{16}}= \frac{m}{32}\times \frac{32}{3m}= \frac{1}{3}

Let the total pressure be  P

\therefore partial\: pressure\: of\: O_{2},p_{o_{2}}= P\times x_{O_{2}}

                                                                = P\times \frac{1}{3}= \frac{1}{3}P

Correct option is 4.
