Whenever the current passing throug the coil or circuit changes, the magnetic flux linked with neighbouring coil or circuit will also change.

  Two loops will repel each other when current in the two loops are in opposite sense. This will happen when current in loop Y will oppose the field produced by loop X, i.e. flux through loop Y is increasing or current in loop X is increasing.
