Here:
\mathrm{ r_1=k[A]^n \ldots \ldots \ldots \\ }(1)

\mathrm{ r_2=2 r_1=k[4 A]^n }..............(2)

where \mathrm{ r_1 } is the rate of the reaction
Now dividing equation (2) by equation (1), we get,

\mathrm{ 2=[4]^n \\ }

\mathrm{ \Rightarrow n=\frac{1}{2} }.
