When a neutral atom of copper looses two electrons then it occupies a +2 charge. Whereas carbon dioxide  (CO_{2}) is a neutral compound as it has no charge.

Thus,  CO_{2} is neither lewis acid or base.

Hence,  Cu^{2+} will act as a lewis acid  towards OH^{-}  in water.
