For voltmeter,

\begin{aligned} & \mathrm{I}=\frac{50}{\mathrm{R}+54}=0.001 \mathrm{~A} \\ & \mathrm{R}=50 \mathrm{k} \Omega \end{aligned}

For Ammeter,

\begin{aligned} & \mathrm{I}_{\mathrm{r}}=10-1=9 \mathrm{~mA} \\ & \mathrm{~V}_{\mathrm{G}}=\mathrm{V}_{\mathrm{r}} \\ & 1 \mathrm{~mA} \times 54=9 \mathrm{~mA} \times \mathrm{r} \\ & \mathrm{r}=6 \Omega \end{aligned}
