Assertion A: The photoelectric effect does not takes place, if the energy of the incident radiation is less than the work function of a metal.

For the photoelectric effect to take place the incident energy must be greater than or equal to the work function.

and its equation is given as 

\\\mathrm{E=\phi_{\circ }+k E_{\text {max }}}\\

\mathrm{If \; E=\phi_{\circ }, \quad k E=0}

Hence, the correct answer is Option (2)
