Reaction

\mathrm{2\, KMnO_{4}+16\, HCl\longrightarrow 2\, MnCl_{2}+2\, KCl+8\, H_{2}O+Cl_{2}}
\mathrm{HCl} gets oxidised by \mathrm{KMnO_{4}} into \mathrm{Cl_{2}.}

Chloride is formed as a consequence of oxidation of hydrochloride acid.

Hence option (A) is correct.
