K=\frac{1}{4\pi \epsilon _{0}}

 

 U = \frac{Kq_{1}q_{2}}{r} = \frac{K-\left ( -e \right )\left ( -e \right )}{r} = \frac{Ke^{2}}{r}

If bring two electrons together then r decreases, U increases.
