\mathrm{\text { meq of } \mathrm{H}_{2} \mathrm{SO}_{4}=25}

\mathrm{\therefore meq \: of \: \mathrm{NH}_{3}=25= m\: moles\: of \: \mathrm{NH}_{3}}\\

                                      \mathrm{= m\: moles\: of \: N}

\therefore \text { mass of N }=25 \times 10^{-3} \times 14 \\

                            =0.35

\therefore \% \text { by weight of N} =\frac{0.35}{0.55} \times 100 \\

                                        =63.6 \%

Hence answer is 64
