Zeros preceding to first non-zero digit are not significant. Such zero indicates the position of decimal point.

0.06 has one significant figure and 0.0085 has two significant figures.

 

Since the zeros preceding the first non-zero digit are insignificant. So, 0563 has 3 significant digits.
