As we learnt in 

For Ideal transformer -

\frac{\varepsilon _{s}}{\varepsilon _{P}}= \frac{N _{s}}{N _{P}}= \frac{V_{s}}{V _{P}}= \frac{{i}' _{P}}{{i}'_{s}}
 

- wherein

\varepsilon _{s}\rightarrow induced e.m.s.in secondary

\varepsilon _{P}\rightarrow induced e.m.s.in primary

 

 \frac{V_{2}}{V_{1}}=\frac{N_{2}}{N_{1}}=\frac{I_{1}}{I}_{2}

\therefore \frac{I_{2}}{I}_{1}=\frac{N_{1}}{N_{2}}=\frac{140}{280}=\frac{1}{2}

\therefore I_{2}=\frac{I_{1}}{2}=\frac{4}{2}=2A
