\Rightarrow -5x \leq 13+2y

\Rightarrow -5x \leq 13+2 \times 3

                  \leq13+6

      -5x \leq 19

             x \geqslant \frac{19}{5}

       x \geqslant -3.8

\therefore minimum value of x is = -3.8
