An emf is induced in the coil or the circuit which oppose the change that causes it. Which is also known back  emf.

 At t = 0, no current will flow from inductor but p current can flow through capacitor.

At t\rightarrow \infty , no current flows through capacitor but current can easily flow through inductor.

\therefore  I in both case = \frac{10V}{10\Omega } = 1 \ A
