As\; n\left ( H\cup L \right )\leq 100
\Rightarrow n\left ( H \right )+n\left ( L \right )-n\left ( H\cap L \right )\leq 100
\Rightarrow n\left ( H\cap L \right )\geq 89+98-100
\Rightarrow n\left ( H\cap L \right )\geq 87

As Option (1) has no entry  \geq 87.
