Formal charge is difference between the number of valence electron in an isolated atom and number of electrons assigned to that atoms in lewis structure.

Formal Charge = Total number of valence electrons in free atom $-\frac{1}{2}$ (total no. of shared electrons)

In ${HSO_{4}}^{-}$  ion, for S, we have

Valence electrons = 6

For structure 2, shared electrons = 8

$\therefore$ Formal charge = $6 -\frac{1}{2}\left ( 8 \right )$

$= 6 -4 = +2$

P.S. Formal charge will be different for structure 1 (o) but that is not provided in the options.
