Formal charge is difference between the number of valence electron in an isolated atom and number of electrons assigned to that atoms in lewis structure.

Formal Charge = Total number of valence electrons in free atom -\frac{1}{2} (total no. of shared electrons)

 In {HSO_{4}}^{-}  ion, for S, we have

Valence electrons = 6

For structure 2, shared electrons = 8

\therefore Formal charge = 6 -\frac{1}{2}\left ( 8 \right )

                            = 6 -4 = +2

P.S. Formal charge will be different for structure 1 (o) but that is not provided in the options.
