At steady state, capacitor offers infinite resistance to DC therefore current passes through 1 \Omega resistor across P Q. Since three identical resistors of resistance  \frac{1}{3} \Omega are connected in series. This series combination is connected in parallel with another resistor of 1 \Omega across PQ. \therefore The effective resistance between P \, \& \, Q will be \frac{1}{2} \Omega.

Applying KCL we obtain

\begin{aligned} & \mathrm{i}_1+\mathrm{i}_2+\mathrm{i}_3=0 \\ & \Rightarrow \frac{\mathrm{v}-10}{1}+\frac{\mathrm{v}-3}{0.3}+\frac{\mathrm{v}-(-20)}{1}=0 \\ & \Rightarrow \mathrm{v}\left[1+\frac{1}{0.3}+1\right] \\ & =10+10-20 \\ & \Rightarrow \mathrm{v}=0 \end{aligned}
