Coordination No. \left ( CN \right )= 4

eg: \left [Co\left ( en\right )_{3} \right ]^{3+} 

Coordination No. \left ( CN \right )= 6

Co-ordination number towards a common transition element (3d) =  6

CN of inner transition element = 8 to 12

HENCE the given ligand will act as hexadentate towards transition elements because the common oxidation state shown by them is +3 whereas in case of inner transition metal ion, it's denticity is 8 because their common oxidation state is +4.
