As we have learnt,

Phenol is a highly activated towards Electrophilic aromatic substitution in polar protic solvents like water because of the formation of the phenoxide ion. It undergoes tribromination in water.

To carry out monobromination we carry out the reaction in non polar solvents like CS2 . This is because the phenoxide ion is not very easily obtained due to lower dielectric constant of non polar solvents.
