As we have learnt,

Groups showing (+M) effect donate the electron density to the benzene ring whereas the groups showing (-M) effect withdraw the electron density from benzene ring towards it. 

Groups exerting +M effect activate the Benzene ring while those with -M effect deactivate the benzene ring

Thus order of reactivity is 

phenol>benzene>chlorobenzene>Benzoic acid

Therefore, option (1) is correct.
