Initally, 
qi=C\epsilon =\left ( \frac{2C\times C}{2C+C} \right )\epsilon
                    = \frac{2C\epsilon }{3}
After closing the swith, qf=\left ( 2c \right )\epsilon =2C\epsilon
Therefore charges flows through switch = charge flows through cell 
                                                               = 2C\epsilon -\frac{2C\epsilon }{3}=\frac{4C\epsilon }{3}
