Let us apply conservation of momentum in x - direction. So,

$m v \cos \theta+m v \cos \theta=2 m v^{\prime}$

Also from the question -

$v^{\prime}=v / 2$

So,

$2m v \cos \theta=2 m \frac{v}{2}$

So, the angle between initial velocities of the masses is =  $2\theta = 120^{o}$
