\begin{aligned} &\mathrm{H=\frac{V^{2}}{R} \times t} \\ \\&\mathrm{H=\frac{V^{2}}{R_{1}} \times 20=\frac{V^{2}}{R_{2}} \times 60} \end{aligned}

If connected in parallel.

\mathrm{\operatorname{Req}=\frac{R_{1} R_{2}}{R_{1}+R_{2}}}

\mathrm{H=\frac{v^{2}}{\left(\frac{R_{1} R_{2}}{R_{1}+R_{2}}\right)} \times \Delta t=\frac{4}{3} \frac{v^{2}}{R_{1}} \times \Delta t}

\left [ \mathrm{R_{2}=3R_{1}} \right ]

\Rightarrow \mathrm{\Delta t=15}

Hence, the correct answer is 15.
