We know that, 

K_{w}=[H]^{+}.[OH]^{-}

\Rightarrow 10^{-13.6}=[H]^{+}.10^{-4}

\Rightarrow [H]^{+} = 10^{-9.6}

pH=-\log [H]^{+} = -\log10^{-9.6} =9.6
