\mathrm{V_{r ms}=\sqrt{\frac{3 RT}{M_{0}}}}
T is double and the Oxygen molecule is dissociated into atomic oxygen. Hence the molar mase is halved.
V_{r m s}=\sqrt{\frac{3 R \times 2 T}{\frac{M_{0 }}{2}}}=2 V_{\text {rms }}
Hence option 2 is correct.
