Given circles are, \mathrm{S_1 \equiv x^2+y^2+2 x-3 y+6=0}                 \mathrm{....(i)}

and   \mathrm{S_2 \equiv x^2+y^2+x-8 y-13=0}                                  \mathrm{....(ii)}

\mathrm{\therefore \text { Equation of common chord is } S_1-S_2=0}

\mathrm{\Rightarrow x+5 y+19=0} , and out of the four given points only point (1,-4) satisfies it.
