Retrospective Legislations are legislations that operates on matters taking place before its enactment, e.g., by penalising conduct that was lawful when it occurred. There is a presumption that statutes are not intended to have retroactive effect unless they merely change legal procedure. Hence A will not be liable for theft because it was not a crime when he committed it. Hence, the correct option is C.
