Retributivism is derived in Code of Hammurabi’s lex talionis, which  stands for ‘an eye for an eye and a tooth for a tooth’. Most retributivists believe that a guilty person should suffer pain. In this theory of punishment, the punishment is seen as a form of ‘payback’ for the crimes one has committed. It has been suggested that retributivism is seen as making some appeal to ‘moral desirabiltiy’.  If a thief intends to steal money from someone, he is morally responsible for the same. And because of this moral responsibility, the thief deserves punishment. Hence the correct option is b.
