We have:

Number of effective X atoms  \small =8\times \frac{1}{8}  per corner atom share

Thus, effective X atoms \small =1 atom/unit cell

Now, number of effective Y atoms \dpi{100} \small =6 corners \small \times \frac{1}{2}  per face atom share

Thus, effective Y atoms \small =3 atoms/unit cell

Hence, \small Z_{eff(8X+Y)}=1+3=4
