@Manisha gandhi This line is given in chapter transport in plants, in topic demonstration of osmosis. It is basically depicting that if the membrane allows movement of sucrose also or by some other reason sucrose is also diffusing out in the water, so equillibrium will be reached or not.
Yes, equillibrium can be reached because in any case water will continue to move untill the concentration is equalised at both ends. However, equillibrium stage can not be retained for long as there is continuous movement of sucrose and water from both ends.

@Manisha one more thing, if the semipermeable membrane is intact then it will not allow passage of sucrose molecules. Sucrose can diffuse only if the membrane is not intact. In case of such a membrane equillibrium can not be reached. So there can be two possibilities if the membrane is intact then equillibrium can be reached and if it is not then equillibrium will not be reached
