Nature of C-X bond -

 

Carbon atom bear partial positive charge and halogen atom bear negative charge.

 Dipole Moment=charge x distance between atoms since C-F bond length is too low, so its dipole moment is less than C-Cl bond.

CH3F has highest electronegativity{q} but its size is way too small,that is why it has lesser dipole moment than CH_3Cl,no doubt CH_3Br is bigger in size than CH_3Clbut its charge is very less than CH_3Cl that is why it has less dipole moment and CH3I even lesser.

Therefore, option (3) is correct.
