In transcription only one strand of DNA strand is copied into RNA by DNA dependent RNA polymerase. If both DNA strands act as a template, they would code for RNA molecules with different sequences and in turn, if they code for protein, this will complicate the genetic information.

When two RNA strands produced simultaneously would be complementary to each other and hence would form a double stranded RNA.

Option 1 is the correct answer.
