Oxygen shows anamalous behaviour in p-block in second period is due to its small  size and high electronegativity.The effects of small size and high electronegativity is the presence of strong intermolecular hydrogen bonding in H_{2}O while in H_{2}S only weak Vander waals force of attraction exists.So the assertion is not correct.
