 CH_3  group because of its  + I effect increases the basicity of amines , but in tertiary amines because of larger size of CH_3 group it exibits steric inhibition in protonation and thus 3 \degree  amines are lesser basic than 1 \degree amine and  2 \degree  amines are most basic 

Hence, the correct answer is Option (4)
