According to afbau rule..

The higher the value of n+L the higher the energy.., if they have same n+L value.. The lower n value  orbital  has less energy.. 

In the above options.. n+L values as follows.. 

3s = 3+0 = 3

4s = 4+0 = 4

3d = 3+2 = 5

3p = 3+1 = 4

So, the correct order of increasing energy is  3s < 3p < 4s < 3d..
