\mathrm{XeF}_{6} has strongest fluorinating tendency.

The oxidising power of xenon fluorides increases in the order:

\mathrm{XeF}_{2}<\mathrm{XeF}_{4}<\mathrm{XeF}_{6}

As the oxidation state of the central atoms also increases in the above order, its tendency to accept electrons also increases and hence, its oxidising power also increases.
