These are the ligands which pair the electron in inner d-orbital and makes required d-orbitals empty/available.

 Electronic configuration of Ni2+ : 3d4s°

Since CNis a strong field ligand, the d electrons will pair up and leave one d orbital vacant for dsphybridization

Since, there are no unpaired e-s in [Ni (CN)4]2-

So, it is diamagnetic.
