No. of electrons in ClO_{3}^{-} = 17\: +24\: +\: 1= 42

No. of electrons in SO_{3}^{2} = 16\: +\: 24+\: 2\: =\: 42

ClO_{3}^{-} and SO_{3}^{2-}, both are sp^{3} hybridized and thus have similar structure.
