According to question we have 2 solute,

Solute 1. :  $25\%$ of 300 g gives :

$\frac{25}{100}\times300 = 75\ g$

Solute 2.  :  $40\%$ of 400 g gives :

$\frac{40}{100}\times400 = 160\ g$

So total amount of solute =  75 + 160 = 235 g.

Thus mass percentage of solute is :

$= \frac{235}{700}\times100 = 33.5\%$

and mass percentage of water   $= 100 - 33.5 = 66.5\%$
