 Total Time from 10:00 To 10:15 is 15 minutes.

i.e t=\frac{15}{60}hr=\frac{1}{4}hr

v(final velocity)=50 km/hr
u(initial velocity)=40 km/hr

a=\frac{v-u}{t}=\frac{50-40}{\frac{1}{4}}=40 \frac{Km}{(hr)^2}
