The refractive index of a medium to another medium is called relative refractive index and the refractive index of one medium with respect to air or vacuum is called absolute refractive index.

Relative refractive index = Speed of light in medium 2 / Speed of light in medium 1 

Absolute refractive index = speed of light in air / Speed of light in the medium
