Is it possible for a particle to always have non-zero speed but average speed to be zero

It is not possible.

Since particle always has the non-zero speed that means the particle is always moving.

Means particle has cover some distance.

That is the total distance is non zero.

 

average \ speed =\frac{total \ distance}{total \ time}

So

average speed can not be zero.
