2x + 7y + 3 = 0 

Slope of the equation = -2/7

Equation of the line parallel to 2x + 7y + 3 = 0 is  =>  y = -2x/7 + c

Equation is passing through(2,3) so it will satisfy this equation of the line

3 = -2(2)/7 + c

c = 3 + 4/7 = 25/7

The required equation of the line => y = -2x/7 + 25/7

7y + 2x = 25
