From Faraday's law,

\oint \vec{E}.\vec{dl}=\frac{-d\phi_{B}}{dt}

E\times 2\pi r=\frac{d}{dt}[Kt\times \pi r^{2}]

 

E\times 2\pi r=K\pi r^{2}

E=\frac{Kr}{2}
